I also had a case, where a ton of these brown/red secret documents where laying around at an office.
picked up each one till it said it's the correct one, and dropped the others
the "find and steal" document would never complete even if the next "drop at X location" did work..
had to just give it up in the end
But I can't finish them, If I have to put the document in a mailbox. Game doesn't recognice it.
I had a special case the secret document wasn't with the person the mission assigned me to, but someone else that was affiliated with them, you find those details by searching their emails and crumbled up letters or document at either location where they work or live of the person you were originally assigned to track.
hmm il check that cause this person has a spouse so maybe they are hiding it at the spouses job
Use the fingerprint scanner of the document to know the owner. Is the only way i found to know.
SO .. Scan the fingerprint on the envellop before taking it. This way you dont mess with any futur quest item (never sure, i have PTSD about that with bethesda and their quest item)
