Edit- Turns out it was 0000 for the new vintage safe I bought for my place.
you need to use a codebreaker on it, then when its open you look at it and hit 'arm' then use it and enter 0000, close it and then you should be able to use it properly
However, it's possible (I did it by trying to fix the safe by removing/replacing it a few times in the apartment) to get it into another bugged state, where it resets to use 0000.
