Yeah if you find a door with a picture of a camera on it you can usually review CCTV for all the cameras in that building (if you have the code or the admin left the computer unlocked)
As for the topic itself, yea, happened to me as well. I had an open air murder in the streets, just in view of the CCTV and when I went to take a look at it the time of murder was completly empty, no notices of movement or passengers. Not even the victim shows in the footage before or after the murder.
I think this is due to how the game handles the murders, they don't happen "organically", they are generated by the game that chooses random or loosely connected individuals (if it's not a mass murderer) and then places them in the chosen location alongside potential hints.
I was stuck for a while on a murder, because I chased only after the couple of people that were filmed by the CCTV on that floor. Since that led nowhere, I revisited the murder scene and found a crumbled piece of paper with different fingerprints on them. They were nowhere else inside the appartment, only on that paper.
After some lengthy investigations, it turned out the murderer lived two floors above, and was caught by a camera on the next higher floor, but not on the one the murder happened.
I still did not figure out who the killer is. Went through the crime scene multiple times, traced last calls, profiled ALL people in the adressbook including fingerprint, went through all the colleagues of both workplaces of the apartment's residents... Next I will try profiling all people living in the same building... I guess the text an the wall should point me in a direction, but it seems bugged as I mentioned.
