where is cctv room located in apartments?

So I got into a couple cctv rooms at the bottom floor of an apartment but they were tied to the stores on the bottom floor. Where are the rooms for footage of the actual apartment floors/lobby located?

usually the fifth floor, has a camera icon on it

You can search the map for a single room connected to the central hallway that isn't part of an apartment.

On 4-6 floor in aparment complex with roundabout apartment aragement.
On 9-11 floor in rich aparment complex (often named something suites).

In both cases you can see security room across from elevator.

Ah I've generated a new city, and have walked up all 14 floors, theres not a security room on any of them :(
