I've heard both things, where sometimes they do, but it isnt a sure way to do it

When I get home I'll post this really nice medium seed with 2 parks in the center all illegal busines underground a pawn shop open everyday next to the city hall.
Honestly I don't know the standards for a good seed or what can vary but it seems like a Hella dope seed

Was generating cities to play in for hours to get something like this, its near perfect, especially the city hall opening onto the parks and the apartments overlooking the park and waterfront

I've been serching for a long time for a decent ground floor, one bedroom appartment. Not basement. Not first floor. Seems like only shady studies spawn for sale here, but i've found multiple NPC's living in them as real big appartments. I hate running all the way up to the 10'th floor to enter my appartment xD. Anyone have luck finding one? Preferably with plenty of windows.
I wanna be able to see the city's people walk around outside.

This is mine, Its very similar to Teyelike's. But the park is an L shape. Only problems Iv found with mine, there is a wall that going around the park. But you can go thour a few of the apts. City hall is right by the parks to (not center like i would like) and there is a dinner by it to.

Edit: Murders differently happen. I also found a penthouse to. Its 17th floor, for 26,000. (After walking around more, its my fav. Feels more dirty and clutred. Like an old Chicago.)

This seed has some AMAZING apartments in it, omg.

I'll be dropping some high population seeds later. They're not ideal, unless your'e like me and like seeing how much you can push the population. My biggest is 763 so far.
