how to find "black market" places

In the loading screen it says you can see graffiti on buildings for illegal businesses or whatever, does that mean if a building has a gun graffiti that the illegal business is inside that building?

Try hanging around in some basements. I noticed, that illegal businesses are marked on your map if you are on the same floor and building.
