yeah, had an arrest side quest and after i finished that, i started another quest, where i needed to meet someone in a diner and it was the one i've arrested like 2 minutes ago. They even had the handcuffs still on them^^
Murders and victims stay dead / dissapeared. But people you arrest for side jobs eventually get released back into the city.
