I feel like everything you use the government database for is one less system in the rest of the game you have to engage with.
Jobs and resident records. You can search up fingerprints on a lot of people by just going through multiple building's resident and employee records.
employee files in filing cabinets at work also have employee fingerprints
Can't make it too easy can we now :D i found this board while looking for a solution, i only got 1 fingerprint thats out of place in a place of the tutorial mission, no link at weapons dealer,diner or victims place of work. searched all coworkers homes and files, no matching weapons. i wanted to make sure it wasnt a bug but i guess it was. also footprints ware crazy and dont provide much help. room was full of boot prints but all coworkets had heels, may wanna look in to that one :D
so, how about having an office in city hall or some secret underground place where you can take fingerprints to be investigated by ANOTHER P.I. .... for a fee?
