Suggestion: Add "probable cause" gameplay to gain entry.
It would require bringing enough evidence to a judge in city hall to get a warrant to search a place.

I would like that too. Maybe I'm just dumb, but I haven't found a single way to lawfully get into someone's apartment to investigate the crime scene. And it feels so weird that I have to break the law in order to investigate a crime scene. I suppose it's realistic in a way. But they should allow people to do it lawfully, like you mentioned, getting some kind of warrant from the City Hall or explaining to the enforcers outside that you can help (which they can deny). I don't mind doing illegal activities in the game, but I sometime gets frustrated when illegal activities is pretty much the only choice.

Even just being able to bribe an enforcer guarding the apartment would be a thematically appropriate way of handling this if they chose to go in that direction.

It's literally what I think. I'm a detector, not a spy. I should't have to sneak everywhere.

I'm pretty sure you can bribe the enforcers... I think. I've heard from somewhere you can

I'd like that. Not all the time, of course, but if I want, I would love to be able to search a place without a time limit. I'm fine with methodical stealth, but having to hurry isn't always the kind of stress I'd like. And if it's another thing to work towards and spend resources (=money) on, all the better!

Given the rather distopian scenario, I think it makes sense that detectives sometimes break the law to solve a case.
That said, I really like the probable cause idea. Or even the ability to bribe the guard like someone here mentioned.
Definetly wasnt an option on my current case.

Don't think probable cause applies to private investigators who are not from the police tough
