Finding someone with just a phone number
I gotta take a photograph of someone, and all I know is his phone number, job title, salary, and fingerprint.

I called the number and he answered with his first name, but the city directory only lists last names.

So I don't have a place of work or even apartment building to start looking.

Is there any way to use the given information to narrow down the search, or do I just need to take other cases and hope I stumble across the phone number or fingerprints elsewhere?

The tutorial did mention finding a building's call router box in the basement so you can trace a call. I couldn't find it but that was the hint.

There's a box in every buildings power room, usually covered by a laser camera. You can pick it and then see incoming and outgoing calls for the building.

What you want to do is call them from a location you can access that router box, and then look for that outgoing call in said box's outgoing list. It would be the latest call but they're all timestamped to help ID which call you're looking for. It'll tell you the building that received the call.

To get the exact address; you need to repeat the steps to access the receiving buildings router box and look for the incoming call you made, again time stamped.
Getting the information from the receiving building will give you the exact address that took the call.

City hall computer database is super OP and has all the info you need. And its easy accessable.

City hall computer database is super OP and has all the info you need. And its easy accessable.

Any way to find a login for those? I'm at a dead end trying to find any information on a suspects wife who is pretty much missing after a case was brought up.

Probably just buy a codebreaker and then never lose the password (probably make a case for noted stuff.)

I dont think its supposed to work like this but after i called a person i only had a number for, i tried to call them again and instead of using the number from my board, i clicked on the green "numbers" tab on the numberpad and it showed the persons full name.

Yeah the numbers tab accidentally gives the full name - a bug that surely gets squashed soon. Other than that I agree that the enforcer HQ is way, way, way too easy to access for what it offers. Should be changed or made way harder to acess.

Theres always the password for the backoffice with the "Gov Database" cruncher somewhere close. Its the office locked with a keypad in the room right from the entrance hall of the City hall.

I have indicated that this is an unknown number, perhaps some numbers are physically impossible to determine

The above answers are probably better, but here is how I did it: if you have their first name, then you have their first initial, which is in the city directory. Make a list of all the people in the directory with that first initial with their addresses, then go to the relevant apartment buildings and start scanning for that fingerprint. Once you find a match, you have first and last name and address.

idk if this is a bug or not, but in the tutorial when at the phone router box, and I check the call logs, the one that is my objective doesn't say the date and time, and it says outgoing call to unknown location. Idk how to progress from there. Tutorial just wants me to click it, but it doesn't do anything when I click unknown location in the call log. If it's like mine, you'll find the call you need in the other tab. Look for a call going to 303 Ferri from a victim's address.

Ok, I went to the other address and checked the call logs there as well. Figured out the address. Turns out it's a place I found before I checked the call logs, lol. But yeah, solved the case now.

How I did it. i only had a phone number and a fingerprint. I called the number from the bar I got the job - no answer. I then found the switchboard for the building the bar was in, broke into it and found the call i made, and got the name of the apartment block to call was routed to. I then walked over there, broke into the switchboard of that apartment block and locked for incoming calls for the time I made the call. it showed the apartment number that had a call at that time. I walk up there, scanned the door for fingerprints and they matched.

It's always on the wall as the password to the office.
