So I hit that bug too, and reloaded a save a couple of times until I noticed the apartment was the basement apartment, not the ground level I thought it was. I didn't see a key in inventory and door unlocked without issue. Hope that helps? Could still actually be a bug and I just didn't notice before.
Make sure you are in the correct case. As in, press F, click on the tutorial story on top of the screen and attempt the dialogue again. When i did this i opened a new case for some reason and i was in that empty tab and the dialogue wouldn't work properly. You must go back to the story tab and then talk to the contact. My guess is being the wrong active case or off duty mode will prevent scripts from executing even if it looks like you're progressing them.
My first side quest post tutorial was recovering this ladies baseball card and i did but placing the item in the designated mailbox which i was given the key for is not checking the objective mark on my resolution form. Nor can i hand it over directly to the customer which should be an option. Mailbox delivery is great as it can allow to turn in quests quickly without looking around for the customer for hours as they wander. But in this specific case it seems broken and the option to turn it in before filing the resolution would be a good addition that makes sense. The conversation could even lead to a revenge type subcontract to enhance the story further.
Though it seems Sandbox mode works fine ? I'll try it out.
- I took the second theft mission while the first was active and my second mission secret contact did not appear at the meeting place, and was not there for two days. Then I took two more theft missions and after that second mission contact appeared in the needed place with multiple duplicated entries "Who is Spencer"
- I found a theft target document, dropped it to read it and picked it up, disposed of it, and the case was stuck with second objective completed and the first one not. After I closed the case, case target appeared in the middle of the screen stacked on top of each other, and did not go away
