Had a somewhat similar issue with a photography job - it said the victim's height, first letter of a name and that they work in a certain building. I looked through every single list of employees (thankfully it wasn't an office building) and didn't find any match. Had a murder case pop up so I took a break on that one. By sheer luck and coincidence I meet a woman near that building that matched the descprition. Her work contract said that she works inside her appartament, but she is a food stall owner.
My point is, try asking poeple around since you already have a photo, you might pin his location to a single building at least and you can work from here.

I mean, I'm not complaining or anything, but this is someone who dodged every camera and was smart enough to not leave fingerprints on their mailbox, but they left prints on their own front door?! Well, time to camp them out and pull out the trusty sword.
