The [SOLVED] case of the broken heart

I got the second murder case rolling on a working save file, but things have been... wonky. The murder scene comes with a great big heart and a poison syringe, matching the cause of death. So far, I've found a pile of flowers with (probably) the killer's name, an entry on the victim's work computer about a dating match, and v-mails asking an anonymous contact who it is that keeps coming by the apartment. While investigating, they got a call from their best friend with zero dialogue; they just hung-up. Scanning the caller's apartment turned up no matching prints. Meanwhile, the CCTV of the apartment shows the mystery man who's been knocking: A built white guy with no hair and an eye scar.
Alright, I guess I'll search the police database and-
[BLANK SCREEN]
What do you mean nobody has the same name from the flowers??? That's okay, I'll look him up in the phonebook and-
[NO MATCH]
...WHAT?! So wait, you're telling me the murderer just... doesn't exist anymore??? Nobody knows who this guy is, and he has no records anywhere? I even went out of my way to search EVERY employee roster in the 4x4 city, including underground criminal enterprises, and not a single thing turned up. The murder took place in an unmonitored alley, so I don't even know which direction he came from. All I can do at this point is search EVERY CCTV to see if I hit the jackpot.

Homeless people are not on the phonebook, you might want to consider asking them around.
Had a somewhat similar issue with a photography job - it said the victim's height, first letter of a name and that they work in a certain building. I looked through every single list of employees (thankfully it wasn't an office building) and didn't find any match. Had a murder case pop up so I took a break on that one. By sheer luck and coincidence I meet a woman near that building that matched the descprition. Her work contract said that she works inside her appartament, but she is a food stall owner.
My point is, try asking poeple around since you already have a photo, you might pin his location to a single building at least and you can work from here.

I actually JUST found my perp. After HOURS of chasing dead-end leads, they struck again. Another victim from the same building. I checked the CCTV again to find someone not in my database walking inside of the victim as they walked outside. I checked the floor they were on, and was disappointed to find it was someone I had already cleared. Upon checking the door next to it, however.

Wait, [BV]? The killer was... but she...
I mean, I'm not complaining or anything, but this is someone who dodged every camera and was smart enough to not leave fingerprints on their mailbox, but they left prints on their own front door?! Well, time to camp them out and pull out the trusty sword.
