"Toggle Flag On Footage" for Surveillance

There seems to be a feature on security cameras "toggle flag on footage" which always flashes red for me and seems to do nothing. My friend says it does something for him and little red lines show up on the track. What am I doing wrong?

Answer for future: I was able to figure this out streaming with my friend. It does flash red when you click it but it probably still worked. You need to select someone and then scroll up and down through the building and you can see where they were in particular areas with red marks on the timeline.

If it doesn't work the first time try selecting someone else who you know is in multiple cameras at multiple times.
