If the building has offices, search the employee database and look for whatever profession is marked in your notes
anyways, a few things, not entirely specific to your case rn, mostly tho, but good for low/bad clue cases
1) Sometimes missions like photography/humiliation etc etc hide the name of the target in the pinned job posting 'details' tab without updating the profile, so check there, dunno if it's the same for theft
2) Track down the job poster! It's often a co-worker, albeit not guaranteed (this never works for arrests, if it's not a co-worker then it's most likely someone who lives in the same building as them, which isn't helpful for your specific case rn)
2.1) "Meet me at x, I'll hold a Kola!" this is the job poster
2.2) "The phone at restaurant will ring in 2 minutes" you can usually call router this call
2.3) "Slide the x under the door at ..." the job poster is one of the residents of this apartment
2.4) Recently I've noticed people physically post the job posting so you might be able to use cctv to find them if it's a brand new one, but I wouldn't bother
2.5) Take a fingerprint from the job posting before you accept the mission and hope you have the targets print in your memory
2.6) If you've managed to track them down I've heard you can also use the address book but I don't like ever using it personally (brute force sucks, but still preferable to every businesses which quickly kills your saves longevity cuz instant solves due to data)
3) (This is not relevant to your specific case rn but I'm posting it anyways, probably skip this entire 3) Give the bottom businesses a run through (sync clinic, restaurant etc) really quickly, if they're not there, give the residential files a run through (the res files are for if you have appearance or handwriting just so you can hope it autofills, not all resident files are in the cabinet sadly)
3.1) Use the Cruncher if you have a letter of their name, this is less save crippling than the government one, it has all the residential files of the people there so you can match it yourself to data if you want.
4) You have the building he lives in and not where he works, if you have any physical traits whatsoever you can use CCTV on the lobby and floor below the first offices of his apartment. If not, see 2
other option at this point is just the brute force, i'd personally drop the case because i don't want to create a bunch of instant solve cases cuz of data saturation, 2) is mainly the one to use since it works for most things except arrests
