I highly recommend going through some of these discussions for techniques and some of the other instances that are known to be features and not bugs (because it's hard to tell at this juncture). If you see a title that's asking for help from around the beginning of July, end of May, it'll most likely have a lot of solid info. The time you take gong through comments will save you a lot of frustration.
Spoiler for one of the reasons this happens: murderers sprint at maximum speed on the shortest path to their victim, and can zoom past cameras at an alarming pace. On the way out, they may be at the end of their exit sprint, which can fool cameras placed right by a door or in awkward angles in their panning rotation.
There's also a special case in which camera evidence seems to generate only after your character spawns into the city for the first time, though the game seems to simulate events that happened prior. Seems like camera feeds start rolling after around 6PM or so on Jan 2nd, which might be the issue here, not sure. It isn't typically a problem, but it can come up if you're solving a very early murder or side job reliant on evidence the game hasn't generated yet.
