What time do bars open?

its 20:00 in my game and the only bar generated still isnt open?

A member of staff will have to be present to open the bar. they won't leave for work until their shift starts, so businesses generally open over an hour after their opening time because of travel time.

Dunno about bars, but the pawn shop opens on time regardless of if an employee is present. The display case is a good early game source of income, considering you can just jack whatever then sell it to the employee once they arrive.
