Empty surveillance rooms and citizens rooms

I keep finding the surveillance rooms empty in the apartment buildings. They have the camera icon on them and they are locked but there's absolutely nothing inside, no desk, no chair and of course no micro cruncher to look at CCTV footage.
Also the main suspect of my last case had a basement address but his home only had a shower and a sink inside. No traces of other furniture, none of his prints, no phone or address book. Luckily i had enough evidence to pin it on him

Yeah I ran into the same problem a few days ago, It made a hard case almost impossible

I ran into a bar, it had no furniture i could see but I could still bump into them. Saving and reloading caused them to load in properly.
