Citizens has dumb behavior?!

Hello everyone.
Just of curiosity wanted to ask, are citizens dumb?
Investigating murder ( as we do in this game ) and I am in murderers closet, waiting for them to go sleep, but they just kinda don't go to bed and do stupid things. Even if one of them went to a bed, but the partner goes to the bathroom then lurking in a fridge if golden sweet roll appeared, sits for a sec and then goes to the bathroom again, goes to fridge again, then kinda goes to the master bedroom, spends in there few sec and then all over again: fridge, living room, bathroom. Sometimes partner kinda went to 'sleep' ( don't know what he/she is doing ) but then murderer does this routine while partner 'sleeps' or just spends time in bedroom...
And I am in their apartment in closet looking on this shenanigans from 00:40 and now it is 4:42.
Already went to do shopping several times since we need to feed our character.

Might be easier to just wait until they go to work and then search their place in peace.
You can move time forward quickly by sitting on a bench and looking at your watch or sleeping.
Yeah. AI citizens can be quite stupid going by our standards. I think it's because of all the starch.

they're stupid and smart at the same time. They do believable things like watch TV and "cook" food (thats just flicking the burner on and moving items around) but in terms of reactions to what the player does they're essentially braindead
