Cameras can be turned off, by NPCs too; Check if it's on.
If you're sure the floor in question has a CCTV, check if there's a second cctv room somewhere. But some buildings just dont have a cctv room at all, they push their cctv monitoring off-site/out-city to another company (currently I don't believe this is represented in game, just the building doesn't have any accessible CCTV room anywhere; but IRL many buildings do this)
