Enforcer Murder
On receiving the information that a new murder case was available, I hastened to the crime scene and knocked on the door. The victim's partner answered. As I was beginning a conversation with her to ask if I could have a look around, an enforcer turned up, ran into the apartment, then came back and shot the person I was speaking to. At this point, another enforcer came and examined the body, while the first one sauntered away.

Wishing to ensure justice was done, I went after the first enforcer and clapped him in cuffs. I then returned to the apartment,to discover that the body was gone. I explored the apartment and found a second body, presumably the victim of the murder I'd come to investigate initially. One investigation later proved that this person had been murdered by a work colleague, so was not related to the shooting of the apartments other inhabitant.

My question is this. Did I witness a seperate murder that I could have turned in the enforcer for or does the game consider that killing lawful and not investigatable? Or is this just a bug? The disappearance of the body meant I could not gather evidence, so wasn't able to turn in a case.

If you had hung around you would have seen the "victim" stand up after being revived by the second enforcer. Only the murderer can kill in this game. No matter how many bullets are lodged into a person's cranium.

This. In the entire game, only one entity can kill- The murderer. And they can only kill their chosen target at that, they can't even kill other NPCs that intervene in the murder like the target's partner.

Everything else, You, the enforcers, the other npcs, the turrets all over the place, can't "Kill" anything, it just knocks them unconscious for awhile.

NPCs cannot die or be killed under any circumstances. The only deaths that occur in the game are as a result of the murder cases.

Furthermore, this game doesn't appear to have a variable tracking if the NPC is alive or dead, which means the process of an NPC "dying" is likely incredibly complicated
