Enforcers can't kill.
Other residents can't kill.
The player can't kill
Even the turrets you see everywhere can't kill.
Literally ONLY the murderer can kill- And they can only kill their current target; they can't even kill anything that interrupts them, like their target's partner or anyone on the street nearby when it happens.
As for steam workshop, I'd be down with it, but, steam workshop also sucks as far as modding solutions go. Like, it's literally the worst option of them all, it's only popular because it's so insanely convenient to use for steam games.
