Report a translation problem
You have to left click on the person of interest's face you found while scrolling through the CCTV at the bottom of the screen and then click on their picture again when it opens up the full screen version to bring up their profile on the case board
Found this thread while Googling this issue. Also stuck here.
Clicking on the person's face does open a 2nd window to "Toggle flag on footage" and "Back", but clicking on their picture in this screen does nothing. My game settings are as default as possible - default tutorial map, default mystery (Onni Jonsson), etc.
Looks like TGWeaver is correct - you don't click on the image, you press F and their image will appear in your casebook, ready to be pinned, but it still doesn't satisfy the objective for "Open an evidence window by inspecting their mugshot", so this is still bugged.
