A user has found a workaround for a very similar bug on UWP. Pasting it here:
Found a working fix to get it running EVERY time. It's a little technical but its a couple of steps to ensure it will always load properly. Firstly, load task manager. click on More Details at the bottom if its in the basic view. then click on the details tab at the top. Run the game, go back to the details tab and look for SoR4.exe Right click it and click Set Affinity. Untick All Processors then just tick CPU 0. Click OK and go back to the game and it should be loaded. Once its loaded, go back and re-select All Processors. (otherwise the game will be laggy and wont load properly). Problem solved. Seems to be a threading issue when the game is loading. Found Hang type: Cross-thread error in the Event Viewer details for it. Give it a shot if you can be bothered... otherwise I guess we just gotta wait for them to fix it! :)
I don't think I'm going to bother with the game anymore. Maybe I'll give it another go after these issues have been fixed.
Maybe the it could also have something to do with the threads. If you have time, could you tell me if the retro soundtrack works? (it did work with the other guy)
And also, could you share some specs:
Are you on Steam or UWP (GamePass) ?
What version of Windows?
How much RAM?
You CPU model?
Any special audio hardware or driver? (like a dedicated audio card or whatever)

We de-optimized some of the loading to make it more robust. Glad it worked!
