Report a translation problem
Everyone keeps linking to that answer, but I've yet to find any information of how that translates to PC, for those of us who don't play on controllers. What is "start?"
There is like five topics already, a dedicated guide specifically how to unlock him on keyboard and videos on youtube since day one
1. Press F1 + Up (on the arrows, and not what is specified in the settings)
2. Waiting for 10sec
3. Press Enter without releasing F1 + Up
4. Waiting for the end of the voice notification
That doesn't exist. Near as I can tell, that's just one animation loop. A full character needs a full set of animations. If they had those, they'd be selling them not hiding them.
Oh you mean just like the (hidden) SoR3 version of Roo that they advertised? Yea everybody was hyped for him more than any other character before the dlc dropped.
Also, unless you are a dev or have definitive proof, please do not say something is set in stone because "near as you can tell." There's no fact in that, you just cancelled out your original statement by directly following up with that.
But here's a little bit of inside information that anyone who invested time in the original SoR3 will know, the SoR3 Roo plays nothing like he did in his native game. Not only that, but the dev's did put work into giving him extra moves which they had to alter/create in some way themselves. So not only was he designed to perform more than adequately with his basic move set in SoR4's new enviroment, he has extra unlockable moves too. That just means there was work put into making him comparable to the SoR4 cast. He also has just as many extra moves as the SoR4 characters do for unlocks. As far as I'm concerned, SoR3 Roo is a staple SoR4 character that can be vicious in the right players hands.
I am hoping for something else to be found, whether it is by accident, or by extracting game files to be absolutely certain. If you extract and can see all the files then you have your answer as to what is in the game (usually). There are some cases where unused models and such from development never make it to the final game and are left in the install files, which modders usually add back in with functionality later.
Sure, we can't actually know for a fact that they didn't secretly draw a new Roo, but think about how implausible that is. Occam's Razor, my guy.
SoR3 Roo existed long before this game ever came out - there's a reason he's called SoR3 Roo. Even if he has a few extra sprites here and there (which I'm not convinced of), that's still a port of preexisting art assets - not a brand new set of art assets. Pixel art Streets of Rage characters also have very limited animation frames, as well - far more so than the more modern SoR4 characters. A modern Roo is substantially more work to put together from scratch than the old art assets are to adapt.
Moreover, the one and only DLC we've received so far has been excessively light on new artwork. There's been SOME - mostly the static backgrounds - but the majority of the marquee content has consisted of re-purposed preexisting content. Estel, Max and Shiva were already in the game and required minimal if any new artwork. To hope that the developers created an entire new character with entirely original art assets and then hid it is...
