The game does not support 4 players co-op online but it seems just using Steam remote play might do the trick
TMNT really NEEDS to have solid online servers, and not this peer to peer shoddyness or whatever it is. IF this game DID have 4 player online co-op it would be a massive lagfest so that's an issue in it'self.
Here's hoping they figure out how to get solid online functionality.
You don't even need to mod the game to get 4 players. Just use Parsec takes 5 seconds to make a account get 3 friends and there you go.
