Concerned about sprite ripping
Nearly all the new enemies can be linked back to KOF or Street Fighter characters. So much so that I'm kinda surprised its not a legal issue. Two of them are shameless.

Axel was literaly a Cody with a blue headband and nothing happened.

But only thematically. They didn't actually trace the Cody sprite to make the old Axel. In SoR4 they actually traced sprites from KoF and Street Fighter.

The Koobo robotic enemies are Oro from SF3: 3rd Strike. They even have the telekinesis in later levels. The commissioner is Rugal from KoF. Those two are just shameless and should probably be removed before Capcom or SNK notice. Others are the Thai kickboxers as Joe Higashi, Goro as Takuma/Butt, and more.

This kinda makes it awkward considering in the DF video they stated they wanted the visual style to be influenced by SF3 and Metal Slug in terms of animation evolution.

If anything, it's "copyright infringment", not "sprite ripping", what the hell are you talking about.
Also, Rugal, really? Because he is tall and have a mustashe? Haven't seen him Genocide Cutter'ing his desk or anything.

You are taliking about KoF and SF, franchises filled with characters based on manga, movies or popular figures (Mike Bison rings a bell?)

But your examples are just ridiculous

The telekinesis move actually reminds me of Slick/Yamada from River City Ransom.

the only thing similar between Rugal and the comissioner is the idle pose , rugal is thinner and much taller too.

...And his signature dashing grab, which is nearly a frame by frame the same animation. Its obvious to speed things up the artists grabbed sprites from other games and traced their own characters over them. If you can't see the Oro and Rugal, then I don't know what to tell you. Maybe you just didn't pay attention to the animation or play the games enough.
I've looked back at oro and most of his animations don't match koboo enough to prove it's a tracing.

at best you can prove that Oro might been used as a reference but not as being traced over.
