?: Retro characters don't feel right to me balance-wise. They feel more like an afterthrought compared to the SoR4 main cast.
P.S The list will definitely change later. Except for Retros.
2 - Adam - Good strenght and movent. Need to say more? This guy can do everything, aproach fast, give huge damage and his Hitbox are very large only loosing to floyd. Also have deadly combos.
3 - Blaze - Not very strong but shes fast and have good combos. Also her back atack can chesse some bosses.
4 - Cherry - She have good speed and combos and is very well ballanced.
5- Axel is strong when atack but only this. Hes Bad at speed, have short hitbox, jump is very low (horrible) and his ultimate atack can only take mobs near. Also his special moves like >+S.Atack isnt invencible. The worst character in SOR4 sadly. Hes my main character but i cant lie, Axel is the worst.
What the hell. I guess I will give it a shot and fail at it. So here is my FIRST EVER tier list for any game:
My Streets of Rage 4 Tier List (Including retro characters)
S: Cherry/SOR2 Axel/Zan and SOR3 Skate
A: Shiva/SOR4 Adam and SOR2 Skate
B: Blaze from SOR2,3/4, Adam from SOR1 and Axel from SOR1
C: Floyd,SOR1 Blaze and SOR3 Axel. (I am not sure if I should put SOR4 Axel on the C or B tier list yet)
D: Max from SOR2
F: ?????
1. Blaze SOR4
Her forward forward attack is probably the best which can juggle enemy on knock down. So the other could do follow up combo and damage. She has many potential to juggle enemy and do many amount huge damage on light enemy just by herself.
2. Floyd
Despite of his slow move, He is very good on range attack, deal big damage and has long range star moves attack. Can throw from any direction makes him some stage are very useful. Good stamina makes him more even better
3. Axel SOR4
Big damage and has very good for keeping enemy on air so other could do follow up attack. Especially dealing with heavy enemy, he don't need to make them airbone just to deal big damage. He also has lots of tool to make wall bounce and some could send enemy flying to knock other enemies. And his jump special could hit enemy knock down
4. Adam SOR4
The mini dash perhaps makes him better on cover back and forth. Though he could do damage but it is something not easy to pull off. Has some tools to juggle and wall bounce but He can't juggle enemy knock down except with star moves
5. Cherry
Great mobility, her forward special could juggle enemy knock down. Even better with her jump special but still she kinda hard to use for dealing damage and some moves are not good at some stages. Also has very short range throw. can't throw most enemies on pitfall
rate for retro
1. SOR1 characters
Have very high damage. Few frame animation makes them very safe from enemy attack. No matter heavy or light enemy, they could do significant damage to end round quickly.
2. SOR 3 characters
Decent for playing coop and keeping yourself alive but damage aren't good except Shiva. Some star moves are pathetic
3. SOR 2 characters
Good damage but trouble for having very few escaping tool except SKate
S Tier: Adam
Every Other Tier: Everybody else.
1) Floyd - Has everything in his moveset. Amazing hitboxes and grabs.
2) Adam - Well rounded and has wall infinites.
3) Blaze - Easy ground bounce on her FFA.
4) Cherry and Axel would be on the same tier, but I honestly have little experience with Cherry. Shes very easy to get into a bad position with her FFA and normal combos from what I've seen first hand.
Not true. His jab reaches farther than Blaze, Adam and Cherry. I tested it.
Tier 1:
Floyd: Murder machine. He can toss around enemies all day long. Some bosses can't be grabbed, but he punches with such great power and range, it hardly matters.
Adam: Best 'balanced' character in the game. Reach, power, and highly effective special moves. Adam's got it all.
Cherry: I used to not like her, but once I adapted to her quick striking style, I found she could run rings around enemies. Her special attacks work extremely well, and compensate for her short attack range. Who doesn't love jumping on the enemy's heads?
All the SoR 1 characters: so broken. Can stroll through most of the game with basic attacks. Gets a bit dull though.
Tier 2:
Blaze: almost tier 1, but she's slower than Cherry, and her special/star moves aren't as good either (especially her jump special attack, which I've found no use for). She does more damage, but if that's what you want, go with Adam. Not a bad character, just outshined.
Blaze SoR 2: very similar to SoR4 Blaze. Some attacks have less reach, some have more. Great range on her jump kick. But I prefer SoR4 Blaze's basic attacks.
Dr Zan: the series' weirdest character. Amazing reach, decent power, can slide lightning quick across the screen, and his charge attack is very effective. Can only throw weapons, and it doesn't do much damage, but it's not much of a drawback. A bit outshined by Floyd (not as strong as you'd think a guy that big would be), but still a very good character.
Shiva: powerful attacks and good reach. I rarely use his special moves, as his forward forward attack move is just as good, with no health cost. His only true drawback is the game doesn't let him use weapons, which can be a problem, since it means your enemies will keep picking them up.
Axel SOR 2: the most balanced and capable version of Axel, but still feels similar, but inferior, to Adam.
Tier 3:
Axel SOR 3 & 4: they have their differences, but similar advantages and drawbacks: brutal power and amazing combos, but his forward forward attack always leaves his back exposed for too long, and his forward special lacks reach. There are ways to compensate for it, but Adam's a better choice.
Every Skate: great forward forward attack (possibly best in the game), but he's oddly slow when not running/dashing. His grapple attacks also leave his back exposed to other enemies. SoR 3's is better balanced, and SoR 2's has a better dash attack, but both are inferior to Cherry.
Tier 4:
Max: SOOOOOO SLOW. Amazing power, and a surprisingly effective forward forward attack, but moves like he's wading through syrup. Completely outshined by Floyd.
Blaze SoR 3: SOOOOOO WEAK. Basically the same as SoR 2 Blaze, only she does less damage. Use a different Blaze.

I realize I only know how to use Blaze. :O I guess from there, I prefer SOR3 to SOR2. Everyone else's throws are so boring!

*Not sure about Skate(3), as there hasn't been enough players trying him out in code v5. In the older code Skate(3) was at around the 53/54 minute mark.
I'm most familiar with Floyd. An insane perfect run with crazy luck using current known tech someone could possibly achieve a 49 (maybe).
And finally, unless something game breaking is found, Axel(4) will still need some major buffing from the Devs to compete with the rest of the cast.
Shiva isn't as good as he used to be since the patch, and skate got nerfed.
That said i think in order of how good they are in general i'd go:
1. Blaze
2. Floyd
3. Adam
4. Axel
Leaving Cherry out as i've only tried her a bit, and did not find her that much fun to play.
As for reasoning, i think Blaze has the overall best tools. If you get good at grouping enemies, she just melts stuff with her forward special. Good combos, decent movement. If you know what you are doing, i think she is probably the strongest character overall. Except for her forward special, i don't think any other move on it's own really stick out, but the overall combined utility is very strong.
Floyd has easy mode grouping, has good damage output and even though he is a bit slow, the enemy tossing, forward special, blitz and air special compensates for his slow walking. Not quite as strong as Blaze overall, but is easier to pick up.
Don't have massive experience with Adam, but i think he has great mobility, and the ability to dodge behind enemies and some pretty good damage puts him above Axel utility-wise. I might not understand how to get the most out of him, i'm not sure, but currently he feels quite limited compared to Blaze and Floyd.
Axel really only has one big strength imo, and that's easy big boy single target combo damage. Even after the patch i'd not be surprised if he is still the weakest of the bunch.
