Game got my GPU fans going full throttle at the title screen! o.O
Didn't tested yet, cause I'm still downloading the uncensor patch at very low speed. =/
If any game does that I would assume the game, by default, is running with your framerate (FPS) set at unlimited -- which pretty much means your video card (GPU) is running at 100%. I don't know what kind of video card (GPU) you have, but you may want to go into its settings and set your framerate (FPS) limit to match your display's refresh rate.
You absolute madman. My old 980ti was bottlenecked by that CPU back in 2015 by 10%. That 6700XT is being wasted.
The only stuttering is when the game transition to a cutscene (for me). I did not use a FPS counter, but it is smooth.

Today that's not enough, even the developers would need to know your resolution and the settings you intend to run it at.
I have an older rig that is no slouch, but my GPU is also a 2070 Super special edition stock OC'd (8GB's).
If you run it at low settings and at 1080P it might crash sometimes, from memory, might not, but if it does, then try 720P & depending on the rig your card is in it should be alright.
