Is this a bug, or something else?

Update: Tested with Steam streaming and then the movement works. In parsec the small reticle for movement that follows the cursor is not visible ! Strange that it is only this game having issues, not having any issues with any other game.
so, you don't see the reticle that follows the cursor in combat when using Parsec to stream the game. However, can you still give movement orders to your ships, even if you don't see the reticle?
Can you check this post[interstellarspacegame.com] in our official forums and the video referenced in that post to see if that solves the issue for you?
If not, can you confirm if you're using Parsec or some other streaming service or perhaps playing the game in a virtual machine?
What is really weird is that I can move my ships in manual combat.
All I remember doing was clicking off compatibility mode (which I had set for the exe file to try to fix this) and shut down Steam and restart it the next day. Other than that , I have no clue why it would show up and things work properly - (moving ships works and Natural Law shows up in game)
