The Research system can have the same bug (again, CE used so bear that in mind), but it'll go away after it initially pops up. I'm assuming this is because the programmers figured you might actually complete the tech tree unlike the culture stuff.
Infrastructure upgrades have a similar thing (use CE to get all 15 upgrades, then get more infrastructure built), but as you never get >15 infrastructure points on a planet normally this shouldn't come up as a problem in a legit game.
That doesn't apply to culture perks though, which is why I mentioned that as the bug. You don't want epic length games breaking down due to this.
The Cheat Engine table for ISG has an option to force next turn on hitting enter, so under the circumstances it's not a huge issue ;) .
It honestly shouldn't matter if its possible or not, it should be skippable. Awesome game otherwise.
I would recommend you make it so picking a perk for a planet or an empire is not mandatory , its good for you but won't stop the game from advancing

The screenshot was taken on the turn I selected the 18th perk. The game got stuck on the 'Upgrade' on the next turn.
Heh...the game was effectively over more than 900 turns earlier. I wouldn't expect anyone to reach that point unless they're playing a game for the art rather than competition.
I think setting the culture level up to end after the 18th skill is unlocked would solve this problem, all upgrades should stop appearing when there is no more to unlock.
