it should be a high priority is what i am saying, wonderful game and i feel like it was money well spent but long term play for me will really depend on what comes next
You may be happy to know that adding completely new races and more customization options for custom races are both high priority items on our list for future content releases then. :-)
These may come as part of future free content and/or paid DLC and expansion content. We are committed to improving the game across a multitude of areas, including those you mentioned.
The leaders should not always show up in the same order, but there are only so many that meet certain criteria currently. For low level leaders, we have quite a few, but some won't work for certain races, and others may have already been hired by others.
For the higher level ones, it depends. Prestige pulls the highest level ones, if you use it on your custom empire, so you will see leaders like Cyrus more often. He is also a smuggler, so he can get pulled from the perk as well.
The leader traits and starting skills are thematically tied to the leaders and their biographies. Every leader has a unique biography and is designed a certain way at the start to match that. Traits and skills can be randomly acquired as time goes on, but are somewhat based on the leader's personality settings.
Desires for ship leaders do tend to draw on their command skill. With Cyrus starting with a high command, he will ask to be placed on a Battleship more often, as that is what he expects based on his prior experience.
We will be adding more leaders, traits, skills, and desires in future free content and/or paid DLC and expansion content to further increase the diversity. These are also some of the high priority items on our big list, alongside some other very exciting additional content we want to add in the future.

Late game threats sound like a decent option with the ability to toggle them.
In terms of races which are do or die, it reminds me of the Kra'Hen from Imperium Galactica 2. Not open or have an ability to take part in diplomacy or spying. Just a war like race that serves a God Emperor, remaining hidden in the galaxy for as long as possible. The strongest ships, able to hoard and relentless in their approach. They subjegate everything.
The problem with this though is that this type of race wouldn't suit the game. Since war is the only option with such a race, it'd take the game away from the entire galactic Council mechanic and divert the game towards the cliche "Capture all the planets" type game.
I suppose such a race could exist within certain game constraints. But not under typical victory conditions.
This is not the end of our journey to offer more options, but the beginning. We hope you all enjoy it!
