Paradox has never required anyone to publish mods to a controlled space. All of Paradox's own games made by PDS use Steam workshop integration. Everyone here should go read the game FAQ that was published 5 days ago. It literally says mods will come later in early access and right now there is unofficial modding support through the community on their discord if you really can't wait for the official stuff.
Not true anymore. CS2 was the first where mod support was planned to be internally through the launcher. They claimed it was to unify cross platform support and have it all in one place. The impression they gave at the time was to try and separate from steam workshop.
Though given the disaster that is CS2 they could have scrapped that as well
Yeah, this is what I was referring to. They made pretty clear their plans to create an internal mod space in lieu of workshop integration with Skylines 2, which felt (and still feels) like a huge mistake. It increases the burden on modders, whom PDX owes at least a slice of their success to. Hopefully the dumpster fire they turned out with CS2 does give them pause, but who knows. Corporate pencil pushers across the industry love trying to force more stuff in house with little regard to the impacts on players.
I'll believe they've abandoned this awful direction when they come out and say it.
As for "read the FAQ" -- nothing in the FAQ states they'll support steam workshop or any specific integration, just that there will be some form of mod support (which seems almost a given for a PDX published title at this point).
Sorry but it's very true. I am right this minute playing EU4, which works this exact way. CK2 also did, so does CK3. The launcher only LOADS mods, as in compiles them into the running data used during the active application instance. Subscription to those mods, and hosting of them is done using the steam workshop. Don't believe me? You can see it yourself. Go to the store page for any of those games, click the community button at the top, then find the workshop button. Behold all the mods hosted on the steam workshop.

They exist. They are hosted on steam. The launcher's purpose is to load them, not to host them or isolate anyone. You don't even need to log in with the launcher. You don't even need to USE the launcher anymore, as the first patch says it fixed the issue with being unable to play directly with the exe.
All this anti-launcher nonsense is exactly that. It's nonsense. The launcher is a mod loading tool. That's it's only meaningful purpose.
it is not the most advanced, nor a lot of mods available, mainly QoL mods but it is at least something allready.
And when were those games launched? Also read what I wrote “planned” not “is”. paradox have made it clear multiple times that they’re planning to move their mod support off steam workshop. Will it effect existing games, who knows, it’s not like paradox makes stupid mistakes all the time since they went public….
The thing is, not having the launcher until the mod support is implemented doesn't make sense from a developer perspective. You would effectively be writing large sections of code twice.
As for PDX moving mod support off Steam, I have seen nothing that supports that and have been playing their GSGs for a long time. It would definitely cause a mess on the various discussion boards as people riot over it.
Furthermore, PDX isn't the developer, only the publisher, so a decision to use steam workshop integration is really not their call. They might be able to pressure a developer one way or another, but they don't write the code.
Check out the wiki (which has some of the mods, and then his GitHub which has all of them. It's 1 download which enables/disables each of the mods, per the user. I've been using these mods and it is a big game changer. 100+ hrs in game.

Just because you aren't paying attention to what PDX has communicated doesn't mean it isn't happening. They're "only the publisher" for Cities Skylines 2, and yet here we go:
