Your comment contains several issues surrounding networking and dedicated servers. Firstly, "port routing" is not a thing, learn the TCP/UDP stack please. Running a dedicated server alongside a game on the same PC can lead to resource contention, but this isn't solely due to Steam. Issues with outside connections would only be a thing if you can't figure out how to configure a firewall. Additionally, while some games or servers may prevent running multiple instances simultaneously, this isn't a universal problem. Lastly, defining a true dedicated server as one without Steam installed or requiring a Steam account is incorrect; dedicated servers can run with Steam installed.
