There's no need to place them at the bottom. They will happily drill into stuff 150+ blocks below them. Just ensure they have power and pipe connection.
It could be that the other pumpjacks are supplying enough for your needs, since they activate in order of distance.
it appears that a power pole was 'floating' with no block under it, as soon as i put one there everything burst into life.
i assumed that if a power poles blue light 'pulsed' then it was getting power, but after placing one on the ground unconnected, they still pulse.
unlike the other machines it looks like the pumpjack has no power indicator to show that is was on the grid.
