There is a constant supply of potential new gaming customers. I think a DLC isn't needed if your game is fun enough to appeal to these potential customers.
Just because Paradox isn't the developer doesn't mean they have no power to influence the actual developers. It is possible that Paradox provided a large up front cash infusion and in this case they would likely have significant influence.
While technically true it's weirdly demoralizing to look at the store page for Paradox Game and see that despite the fact that I own Base Game, if I actually wanted to complete the set I would be spending like 300 bucks when that crap isn't on sale. What the hell is that?
EDIT: I wish I was exaggerating, but I am not.
More DLC's?

If you stick to that, any DLC added on doesn't matter as you can pick and choose if you want any of it.
