No you have a belt at 0 and you have a belt at +2. There are 1,5 tiles of free space between.
that's what he means i think, they should give us crouch to fit trough that. often i built something, need a belt under it and suddenly can't pass anymore. removing the floor and dropping belt down just to be able to get to the other side...

Belts are less then half a tile height. There is room but once a belt is there it is like running against a wall.
Just build this and look at it yourself. You stand before it and wonder:
"Why the hell not?! There is more than enough space just take the head down."
