So I want to add a cutout image to another image, and want some of the background image in front of the added image. Can you add a way to do this?

Hello!

You can try "Changing backgrounds" option for this purpose. Read more:
Changing backgrounds[img.movavi.com]
Using the "Brush +" "Brush -" icons, you can manually set those areas of the image that will be removed and those that remain.

I tried that but it erases both layers, not just the top layer

I really love using your software. I have the photo editor and video editor both and use them more than anything else in my collection. Without a doubt, both are superb products that are fun and easy to use, and yields stunning results. My favorite thing is removing a background, by far the most easy feature to use out of all editors. I want to thank all of you for such great software! I wish that you would make something like ZBrush. Due to the quality of your goodies, this would be a real winner and you would make a lot of money off of it. I find your pricing very fair also. You totally rock, I'd give all of you a big hug even with this China Virus going on. I love making fake pictures and between KAI SuperPower Goo and your Photo Editor, background removal tool, I can really make some cool pics. I did one where my best friend and I were standing at my home. I got rid of that background and put in a beach scene behind us... so cool. Another pic that turned out great is me putting myself inside of my toy excavator. It looks like I am actually in it!!! Please come out with a paint program like ZBrush, and software for doing VR still images and motion. Thanks so much for your goodies, I so appreciate great software at decent prices! YOU ROCK!!!

please increase program stability - program crashed a lot when I worked with pictures with a size of less than 1mb - without error message - just freeze or close to desktop. I have a very good system with I9-9980XE, 128mb, RTX 2080TI and this is a no go. this destroys the great overall impression of this program and it´s functionalities
