Report a translation problem
There's a Town Center research that gives you back all resources when deconstructing buildings, so once you have that you can deconstruct buildings that aren't needed to "pause" them. Still would be nice if they added a pause button.

And the screwed up answers I am getting there are that this is "as designed". If it is as designed it is a bad design lol. The game is built around population work controls - it is a significant and major mechanic to send people to the surface, how many of each and to what resources. Yet you can't do the exact same thing with the population in your city buildings. Seems a missing interaction. Hopefully it is coming in a patch soon.
