trying to equip a "greater" rune

i bought a greater blade rune for +8 crit to attached skills, but when i select the weapon to put the rune in it doesn't show in the available options to insert.

is there a different way to place these greater" type runes?
do i have to be a certain level for them to show up as an option to select it? (lvl 38 atm)

any help is appreciated, thank you!

As I recall, you have to select that type of Rune on the left side of the interface. There are 3 sections, one for each quality of Runes. Kind of annoying and unintuitive, but... yeah.
