The Fuel detector, that acts as the determining factor for whether you have enough fuel, or not, as well is actually its own detector, and it can have things overlapping it, preventing it from actually detecting the fuel properly.
Same can happen with the output. - It has a.. sorta.. detector, long as nothing is blocking the tray, it can deploy ingots.
Anywho. Where the smelter is, if you've moved it, can play a part potentially it it not working.
If. For example as me and another use found, You have it outside the big cave entrance. The sunlight rays actually count as something can that block the detectors, and prevent the smelter from working at all, but you can have it in the cave, directly across from a node and it work just fine, among other places.

"Blocked" does not mean it actually has to have something visibly on it, it means that the smelter believes that it would not be able to output to the tray
It stating it doesn't have enough fuel, can also potentially be **too much** fuel, unlikely, but I mean, if anything can block a detector, firewood likely can too.
The fuel inside could also be broken, in various ways.

like if you start a new game and go to the firewood pile stacked next to the smelter, you can actually fit that ENTIRE PILE into the fuel area pretty easily, tbh i think the fuel gauge is more of a decoration than an actual mechanic
