No, a lot of games allow that. I don't care that much but I can see how this might be of interest if someone has spotty internet or wants to play on the move. Yeah, offline mode exists, but it's always a bit cumbersome and annoying.

I've got no opinion on the matter related to OFDP2 but that just isn't true, there are many well-known games that you can run without having Steam open. The list of some of these is here and includes even some Valve games: https://pcgamingwiki.com/wiki/The_Big_List_of_DRM-Free_Games_on_Steam

Even though it does not help me at all with the question I originally posted I am more than willing to answer yours. When I opened my Steam account (back when Half-Life 2 has been released) I was not even aware about GOG (it might be that GOG die not even exist back then) and also many games that Steam are offering are simply not available on GOG as well. So while I absolutely and always will prefer DRM-free versions of my games (remember how I asked for a DRM-free version and not for a version that is not on Steam? ;)) sometimes I only have the chance to not buy the game at all or to use the DRM'd version instead. Add to this that I even sometimes simply bought the game a second time after the DRM-free release. This is no GOG/Steam fight it' just that I like my games DRM-free which is exactly the thing I asked for.
You still think that DRM is preventing piracy? Today? In 2019 with the internet and all that jazz? Unfortunately several publishers are thinking the same but they are wrong and if you search the net you will realize this as well. The only thing that actually prevented pirating at least for a short time is Denuvo with all those side effects the legal customer has now the joy to experience as well.
Then again, I never wanted to start such a discussion and I am absolutely fine with people who don't care about DRM. It's just that I personally dislike it and so I asked the devs of this game if they are PLANNING for a DRM-free release at all. It was a question - nothing more, I never insulted anyone ... at least as far a I know.
This is why I also urge the developers to release a DRM-free version of part 2. If not on GOG, at least Humble Widget.
And for those of you saying, "ooh! you just want to pirate the game!" if we really wanted to pirate the game why would we even be asking? We'd just go grab the pirated version without comment. We're offering to buy the product if the devs offer a DRM-free option, and hopefully they'll read this thread and won't walk away from the money.
Don't tell me what I will find or not, I know which games I own and which are DRM free and there are quite a few, even big ones.
Also, you can't get more indie than OFDP.
