Report a translation problem
The flags would be easy to fix, but the blood decals are something you would need the SDK so you can impliment it.
Realistic damage and blood would really have made this game much more believable.
my understanding is that the original Russian version DID have them just as the sequel does, but it was censored for the general European release.
I have no idea if the Enhanced Addon works with the Steam version though (a mod which uncensors, bug fixes, improves the game's atmosphere and was recommended by the GOG staff) ... but feel free to read this comment if you want -- most of this was copied straight off my GOG post:

Install the game (no need to patch to 1.1 for a non-Russian game as they are prepatched reportedly), run the vfsTool, and unpack all the .vfs files in your game directory following this method I saw on the internet (if you don't do this I was told files don't unpack/get corrupted):
>select "Open" and choose a .vfs file
> click "save all" and choose your game folder as the save location
> wait until everything is extracted
> hit "Close"
> then select "Open" and choose the next .vfs file
Then extract both the main addon + the English pack to your game directory (overwriting everything).
After that, try to run the "BACKUP.BAT" file and if it doesn't work: don't worry, as this just backs up your files.
The only thing other thing I had to do to make my game not vanilla (i.e. intro videos actually appearing prior to the game's main menu screen, no blood, no mission names on loading screens, etc.) after this was to simply delete the original .vfs files in my Death to Spies folder. After that: the mod worked. Nowhere is this last instruction specified but you have to do this to get the mod to work -- at least for me.
*** IF YOU HAVE ISSUES GETTING TO THE MAIN MENU, DELETE THE 2 .avi FILES (intro videos that the mod installs) IN THE DEATH TO SPIES FOLDER. ***

edit : after googling I found out Moment of Truth is fully uncensored (Blood and everything)
I'm running the Enhancement addon, and it does not cause the wounds to appear, just generic blood. Why, is it supposed to add the body wounds?

Im sorry but this just isnt making any sense to me. I cant open anything with that vfs tool. The addon folder wont show up on it.
