Personally, I find Biometric Timestamp/Biometrics or Life Transfer/Cybernetics to be exceptionally potent when dealing with this boss. You can be practically immortal and just slowly whittle him down to size, jumping in a Pocketmech for tactical. Also consider the Blade or Hammer as a back up weapon here... you can really whittle him down getting up close and personal.
Lock-On doesn't really hold up late game, in my view... I'm a bit impressed you stuck with it all the way to Zell. Motorics and Frame Augments tend to be less favored unless you're playing with friends and are able to better combo abilities.
You can also use Ratbite on Zell's Minions and it's pretty darn effective, but you have to be aware that this tactic can often result in the game getting softlocked after defeating Zell.
My favorite Infinite Guardian Bot summon tactic is NOT especially effective against Zell, in my experience, because while you can keep the bots alive, their effectiveness against Zell and his minions is not particularly strong. If you like Summons, Spider Bots are better here.
If you're comfortable not using Pocketmech for Tactical, I found the Tactical Turret to be particularly useful for zoning Zell and his Minions in this battle several times.
Heck, I'd like some alternate Tac Turrets too... A Flamer Turret would be fun.
They play tested that early on in Development, but encountered a number of issues with Larkians and Karlans (The Biggest and the Smallest) as playable character races... so they scrapped experimenting with it and just stuck with Human player characters.
There are some suggestions around here that actually go into depth about what potential differences Alien Races could have from Humans as playable Characters.
