The reason for the combat in the Warrens is to really drive home just how different of a world it is to live on each level of the oncology. Highstreet dont have thugs camping out near the elevator because it is better maintained. Security keeps the streets safer. Its cleaner. Business's look nicer and thrive. Were as down in the Warrens, its a wild west of gang violence and nitty gritty gutter trash. Every one is trying to survive and mostly by taking from one another. The security is not paid enough to care about the warrens. Its a level of immersion and story telling with out the player having to read it.
