How does one get to the "casino?"

OK, I give up. I've googled it, I've searched the forums here, I ran around the game and I still can't find an answer to it. There's supposed to be a casino in High Street and I have have a mission (Wash n Go) that takes me to it, but the bridge to the casino can't be extended and I can't get to it. I presume a sidequest exists which gives me access to it, but I've completed the main campaign and all sidequests I have access to (sans the above) and I still don't have access. What gives?

There's a drifting platform (at least one) on the inside of the ring. If you have a quest to go to Casino and follow waypoint it will take you to it.

There's a floating lift with pictures of the giant golden budha on it on the south east side I think.

I'm aware of the floating platforms, yes. Wash n Go takes me to them. The problem is I can't interact with those. The button does nothing and the platform isn't actually there.

Actually, never mind. Apparently the platform WAS there, it just blended in with the background and I didn't realise it was interactive.

Oh, it just makes me feel dumb, thinking I could have done this a lot earlier if I'd noticed. It's a bit like using taxis. Would have made my life a lot easier if I'd known that had silently unlocked in the background :)
