GOG or Itch I don't care, but somewhere that allow me to download the game and then install and play it offline.
More likely you might found this eventually on Microsoft's PC games store or as part of its Gamepass subscription. And it'll never be as promptly updated as it will (hopefully?) on Steam cause of MS's slowpoke patch approval process.
DRM free isn't just another way of saying Offline, its a matter of having a game that can not be remotely restricted, specially by a 3rd party service.
You missed "install", I said install and play offline, I want an offline installer or an archive.
And I know that Steam let me backup games, but you need to login to reinstall and re activate them.
So even if you can use the software without having to use Steam, you loose your right to do so if you leave Steam.
Go to bottom of this page, click on "Steam Subscriber Agreement" and READ it.
Section 2A
It clearly states that the games are licensed by Valve (regardless of actual publisher), and those licenses end when the subscription contract ends.
