Settlement is a recently added new game mode (the original being called Enlightenment). It offers a slightly more focused gameplay (there's only one choice of food, toy, etc), thus less overwhelming feeling with the many options the game offers.

Oh and, "Full settlement" simply means get all the way to the end (complete all 8 stages).

I guess we should finish game twice, one for enlighment mode and one for Settelment mode
