The Wiki says you have to wait until Jeff sends a message for all the kitchen utensils to be available before he starts selling the power berry.

But I dunno, I got mine pretty early. He was just selling the seasoning set, and then he sent me the power berry mail a few days later and I just bought it before I have any other utensils.

cooking utensils don't matter, at least not all of them. You need to buy the big bed and the rug for your house to really tie the room together and then he'll sell it
