Cant give Popuri preserved flower

Yo, so I made this chick love me till red heart, but i cant give her preserved flower!

Is it a bug? Or did I do something wrong?

you have to see all the heart events at least until the green heart, then you can give the flower, the same for the feather for marriage, have to see until the orange heart event (red dosent have one i think).
No, you dont need to be in the heart of the right color to see the events, since she is one red, you can see all her events, but you will only unlock them by order, i mean, you have to see the black heart events, them purple, then blue

One more question, if I want to have "I Choose You" achievement, should i date all of the date-able character? Including same sex?

Yes. You have to date all 12 main marriage candidates. There are no repurcussions for this. They barely bring up the dating part except for in later heart events.
