Sorry you're having it rough. Check if your graphics driver is up to date. Graphics card and RAM are fine, I'm also running the game on a PC with DDR3 RAM and old graphics card. But your CPU may be causing trouble. More things to try-
One, ensure you chose graphics preset 'Low', in configuration tool.
Two, check if your windows account is an administrative account. Sometimes games have problem installing in a non-admin windows user account.
Finally, try uninstalling the game via Steam, reboot the PC, and reinstall (redownload). Good luck.

The minimum for processor is i5 I think that the problem
If there is no response, that means your system lacks important system files (like OS versions) or does not support DirectX 11 or any other required data. I would suggest you to either take a look if your system supports DirectX 11 or above, or verify your game files.
Well i have Windows 10 1908, VGA that support dx 11.. maybe its because my procie doesnt have AVX
By my experience, the game doesn't launch at all with a VGA monitor but starts normally on a HDMI, don't really know what and I'm still looking for a fix or an update from the devs.
