Your OS? Minimal req is Windows 8, so I guess it may be a problem. Other specs looks ok enough, i think... SOS FOMT seem to not have any redistributables, so if gamefiles are broken you might want to try repair game from steam options.

You might also need to start with the compatibility mode. There's an option to launch the game that way from the launcher.

Sorry you're having it rough. Check if your graphics driver is up to date. Graphics card and RAM are fine, I'm also running the game on a PC with DDR3 RAM and old graphics card. But your CPU may be causing trouble. Read these patch notes for instructions, since Q9400 does not have AVX instructions: https://steamcommunity.com/games/978780/announcements/detail/4394901442391142365

More things to try-

One, ensure you chose graphics preset 'Low', in configuration tool.

Two, check if your windows account is an administrative account. Sometimes games have problem installing in a non-admin windows user account.

Finally, try uninstalling the game via Steam, reboot the PC, and reinstall (redownload). Good luck.

If it's a no response type of problem, it's definitely not because of your specs. If your system is under specs, the game will freeze your PC or crash or not run smoothly as expected.

If there is no response, that means your system lacks important system files (like OS versions) or does not support DirectX 11 or any other required data. I would suggest you to either take a look if your system supports DirectX 11 or above, or verify your game files.

Look for las reply from Switch - seems plausible even more than AVX, that some files are missing. And guess what, it would be nice if you try to launch SOS:FOMT, and just next launch in windows program called "eventvwr.msc", which should log events that followed launching of SOS:FOMT. I bet there will be anything useful, like DirectX Exception, or System Files exception which would point what is missing or wrong.

¿Do you have an HDMI monitor or a VGA monitor? Or you are on a laptop?
By my experience, the game doesn't launch at all with a VGA monitor but starts normally on a HDMI, don't really know what and I'm still looking for a fix or an update from the devs.

I don't know if that's the case though, because I have a VGA monitor, although I do use an HDMI adapter to connect with my GPU, and I can play the game just fine.

sad because some games need AVX my CPU no longer runs several games that even need a better CPU I bought the game but it doesn't run because it needs AVX and my PC runs GTA 5 fine
